INCIDENT REPORT
Shahid Evidence Platform for Digital Evidence and Human Rights Documentation
The Shahid Evidence Platform for Digital Evidence and Human Rights Documentation condemns, in the strongest terms, the initial reports of an attack targeting displaced civilians in the Gooz al-Dahish area (Al-Mughayra team), Funj region – Southern Al-Badia, Al-Tadamon locality, Blue Nile State. The attack has been attributed to a drone operated by the Sudanese Armed Forces and, according to information available at this stage, resulted in deaths and injuries within a single family, including children — a scene that reflects the scale of suffering endured by civilians in areas of conflict.
According to preliminary information, the attack resulted in the deaths of:
• Rab al-Taj Al-Sayed Mohamed Al-Khalifa (head of household)
• The child Youssef Mohamed Ali Turaba
• The child Jaber Mohamed Ali Turaba
The attack also left the following seriously injured:
• The child Shama Mohamed Ali Turaba
• The mother Amna Mohamed Ali
The targeting of civilians and displaced persons — particularly children and women — constitutes, if confirmed, a grave violation of international humanitarian law. It demands an independent and transparent investigation to establish accountability and ensure that no responsible party escapes justice.
The Shahid Evidence Platform calls on residents of the area, local activists, and volunteers to approach the site of the incident in accordance with professional documentation standards, by:
• Document the strike site with photographs and video from multiple angles, without disturbing or tampering with any evidence.
• Record the exact date, time, and geographic coordinates of the site, where possible.
• Document any drone or munition remnants in place, without moving or altering their position.
• Record the names of victims, survivors, and witnesses only after obtaining their informed consent, with due care to protect their privacy.
• Preserve original, unedited and uncompressed copies of all photographs and video footage.
• Transmit all documentary material to the relevant human rights bodies while maintaining a verifiable chain of custody, to ensure its admissibility in any future investigation.
The Platform further calls upon the United Nations, the Human Rights Council, the relevant international mechanisms, the Office of the United Nations High Commissioner for Human Rights, and all international bodies concerned with the protection of civilians, to urgently establish an independent and impartial international commission of inquiry — with access to the site, the authority to collect evidence and hear witness testimony, and the mandate to identify those responsible in accordance with international standards.
The Shahid Evidence Platform affirms that the protection of civilians is not a political choice, but a legal and moral obligation under the rules of international humanitarian law. Accountability and justice remain the essential foundation for preventing the recurrence of such violations, and for delivering redress to victims and their families.
