Executive Summary
• UN High Commissioner for Human Rights Volker Türk (23 Oct): his office documented at least 306 deaths from drone strikes in the first three weeks of October, with strikes attributed to both the army and the RSF. The largest was a "double tap" strike on a transport truck in Dibab, West Kordofan, on 18 October that killed at least 139. He urged both parties to commit to a ceasefire.
• Famine: a joint ministerial statement by the UK and 31 partners (23 Oct) warns of famine risk in the coming months, with 19.5 million people (41% of the population) in acute food insecurity. Reuters: the weakest rains in over 30 years; WFP has halved rations in Tawila.
• Abyei: the Transitional Peace Government authority (Tasis alliance) files a complaint with the UN Fact-Finding Mission accusing the army, after the Port Sudan authority's foreign ministry denial. New estimates: 152 dead and 47 injured (Drop Site), 150–220 (ACLED). Responsibility remains disputed.
• The air campaign continues: Thursday raids on El Fasher hit the area around the Ali Dinar mosque, the 6th Division HQ and the market, with dead and injured not yet counted; a crude-oil tanker was struck in Abu Jabra. Tasis accuses the army of striking a hospital in Ed Daein (3 killed) and the government secretariat in Nyala.
• The army announces the recapture of Bakori and Akleli on the Geissan axis in Blue Nile, and the defection of seven RSF officers in south Nyala. A proposed amendment to Article 51 of the Criminal Code adds "publishing in media and electronic platforms"; the journalists' syndicate and Emergency Lawyers reject it.

Top Developments
P1 E-115 — Türk: at least 306 killed by drone strikes in three weeks (Updated in this edition)
What happened OHCHR press release (Geneva, 23 Oct): at least 306 people killed and hundreds injured by drone strikes in the first three weeks of October, with strikes attributed to both the SAF and the RSF.
Main incidents 6–10 Oct, Ghubeish and En Nahud (West Kordofan): alleged SAF strikes on IDP shelters, 25 killed and 31 injured. 9 Oct, Abu Shendi (Blue Nile): alleged RSF strike on IDPs mining gold, 31 killed, mostly women and children. 9 and 16 Oct, Bajaun mining area (Gadeer, South Kordofan): 42 killed in strikes attributed to the RSF. 11 Oct: Um Darfa hospital (Blue Nile) put out of service. 18 Oct, Dibab (West Kordofan, RSF-held): "double tap" strike on a transport truck, at least 139 killed. Markets in Al Dabba, Nyala and Al-Idea: 23 killed. Khartoum and its airport area: strikes attributed to the RSF, reportedly in retaliation for SAF strikes on Nyala.
Statement Türk: the increasing use of drones "is deeply disturbing and is exacting a horrifying toll"; arms transfers show "manifest disregard of the IHL obligations"; "I urge both parties to the conflict, and their affiliates, to commit to a ceasefire".
Confidence Toll: Confirmed (UN documentation) · Attribution of each incident: Partially corroborated — OHCHR uses "alleged" and "attributed". The Dibab toll (139) is higher than the 80 in AFP's initial report (E-99).
Why it matters The first consolidated UN toll for the October wave, assigning responsibility to both parties.

P1 E-116 — Famine risk amid the worst drought in decades (Updated in this edition)
Ministerial statement GOV.UK (23 Oct): a joint statement signed by the UK and 31 partners (Sudan Tribune Arabic says 29 states) warns of famine risk. 19.5 million people (41%) face acute food insecurity and 5 million emergency levels; severe acute malnutrition could exceed 825,000 children. The statement expects the number of at-risk areas (14 in the first assessment) to double. It calls for unhindered crossline and cross-border access, including air access to Darfur, and an end to strikes on civilian infrastructure and food systems. "There is no time to lose."
Reuters (23 Oct) July–September rains were the weakest in over 30 years: North Darfur since 1984, North Kordofan since 1990 and Gedaref since 1991 (USGS data). WFP has $276 million, less than half last year's budget, and needs $134 million more. Rations were halved in Tawila (about 700,000 people), which received 9,000 new arrivals between early September and mid-October. Agriculture Minister Esmat Qureshi says the harvest will be lower "but not dramatically".
Local positions Emergency Lawyers (24 Oct) propose relief centres in the worst-hit areas and say deliberate starvation may amount to war crimes. The General Coordination of IDPs and Refugees (spokesman Adam Rijal) warns that aid cuts threaten "hundreds of thousands". Darfur24: drought threatens Darfur's farming season.
Confidence Statement and figures: Confirmed · Harvest estimates: Partially corroborated (farmers' accounts and the minister).

P1 E-100 — Abyei: Tasis complaint and new toll estimates (Updated in this edition)
Complaint Radio Tamazuj (23 Oct): Ammar Amoun Deldoum, foreign minister of the Transitional Peace Government authority, filed a complaint with the UN Independent International Fact-Finding Mission for Sudan, accusing the army and asking it to "investigate the incident, collect evidence". The Port Sudan authority's foreign ministry: the armed forces have "absolutely no connection" to the incident — without offering evidence.
Toll UN: at least 80 · Abyei administration: 73, then 153 · Drop Site News: 152 dead and 47 injured, about 500 shops burned, burials in two mass graves; ACLED range 150–220 (via Newscord). Victims include Sudanese, South Sudanese and foreign nationals.
Reactions Asharq Al-Awsat (24 Oct): Guterres urges Khartoum and Juba to uphold Abyei's demilitarised status; UNISFA helped fight fires and rescue victims. Juba summoned Sudan's ambassador.
Confidence Strike: Confirmed · Toll: Disputed (80–220) · Responsibility: Disputed.

P2 E-110 — Air campaign: El Fasher, Abu Jabra, Ed Daein, Nyala (Updated in this edition)
El Fasher Darfur24 (23 Oct): Thursday raids on the area around the Ali Dinar mosque, the 6th Infantry Division HQ, the western part of the airport, the Mellit gate and parts of the market, according to residents. A drone circled for more than six hours. Medical sources: civilian and military dead and injured, no numbers. Residents attribute the raids to the army; no comment from either side.
East Darfur Darfur24: a drone hit a crude-oil tanker in Abu Jabra market bound for a local refinery (23 Oct), no toll given. Radio Tamazuj: a strike on a market in Ed Daein injured four (22 Oct).
Tasis accusations Asharq Al-Awsat (24 Oct): Tasis accuses the army of striking a hospital in Ed Daein on Thursday (3 killed, dozens injured) and of raids on the government secretariat in Nyala on Friday. Pro-army platforms report "heavy" strikes on Nyala, Ed Daein, El Fasher and West Kordofan.
Confidence El Fasher raids: Partially corroborated · Hospital and Nyala secretariat strikes: Unverified claim (party source).

P2 E-103 — Blue Nile: army announces recapture of Bakori and Akleli (Updated in this edition)
Announcement Radio Tamazuj (23 Oct): the 4th Infantry Division says its Al-Naba Al-Yaqin force retook Bakori (HQ of the 13th Infantry Brigade, Geissan locality) and Akleli, inflicting losses on the RSF and SPLM-N. Operations head Al-Waleed Ajabna: both areas are "secured". Sudan Tribune (22 Oct): the army recaptures a "strategic base".
Context The RSF claimed the Bakori base on 28 August and, with the SPLM-N, the Surkum base. Control of Al-Baraka remains disputed. No comment from Tasis.
Confidence Unverified claim (party announcement).

P2 E-117 — Army: seven RSF officers defect in south Nyala (Updated in this edition)
What was said Al Jazeera Net (24 Oct), citing a senior military source: seven RSF officers defected, including Lt Col Jiddo Mohamed Adamo Hamma, commander of Group 135 and the south Nyala sector. In a video statement Jiddo urged RSF members to defect, accused the Dagalo family of "handing over" the force's decisions to foreign states, and apologised to the Sudanese people. The other six were not named.
Context Follows the defection of Lt Col Mohamed Azraq al-Fanjari on 9 October. No official defection figures. No RSF comment.
Confidence Commander's video statement: Partially corroborated (we did not verify the clip) · The figure of seven: Unverified claim (party source).

P2 E-118 — Criminal Code Article 51 amendment and press-freedom fears (Updated in this edition)
Proposal Sudan Tribune (23 Oct): the Ministry of Justice proposes amending Article 51 of the 1991 Criminal Code (waging war against the state, punishable by death or life imprisonment) to add "including publishing in media and electronic platforms", alongside a national cybercrime mechanism.
Objections The Sudanese Journalists Syndicate's freedoms secretariat says it could criminalise legitimate journalism and drive self-censorship, and wants it cancelled. Emergency Lawyers call it a "dangerous expansion of criminalisation" that could target journalists, activists and rights defenders.
Ministry response Justice Minister Abdallah Daraf: the amendment targets those who publicly support the "militia" through publishing, not journalists; it will go to the Council of Ministers and then the transitional legislative authority.
Confidence Confirmed (proposal and stated positions).

P3 E-119 — Tana Forum: warnings over Red Sea escalation fallout (Updated in this edition)
Forum Bahir Dar (23 Oct): UN Horn of Africa envoy Guang Cong links Red Sea attacks to the war in Sudan and calls for a "comprehensive regional approach". French envoy Frédéric Clavier urges dialogue and mediation over military solutions. The Secretary-General's personal envoy (not named in the report) says he held separate talks with Sudanese political forces to narrow differences.
Confidence Confirmed (reported public remarks).

P3 E-120 — Peace Appeal forum: civilian oversight of the security sector (Updated in this edition)
Outcomes The fourth Sudan Peace Appeal forum (online, 23 Oct) calls for placing citizens at the centre of security and military reform, with civilian oversight and the rule of law. It argues earlier agreements failed for weak implementation. No final model adopted; a strategy paper is being prepared.
Confidence Confirmed.
