Executive Summary
• El Fasher one year on (anniversary on 26 October): Amnesty International (23 Oct) publishes testimony from 25 civilians describing unlawful killings, detention and torture by the RSF. 17 of 19 residents interviewed were detained, some in schools turned into detention centres. Fewer than 70,000 people remain in the city, down from over a million before the war. The RSF has not responded to Amnesty. UN Women: 45 of 50 women's organisations report ongoing psychological distress among women displaced from El Fasher.
• Abyei: the Security Council (press statement, 23 Oct) calls for a "full, transparent and prompt investigation" and says attacks targeting civilians could constitute war crimes, without naming a perpetrator. Al-Khair Abu Maridat, head of the Abyei Joint Oversight Committee on the Sudanese side, asks UNISFA to investigate (24 Oct). Responsibility remains disputed.
• Fuel: Sudan Tribune attributes to the RSF drone strikes on fuel stocks: two stations in Um Ruwaba on Sunday morning, four stations in Er Rahad on Thursday (one killed), and an attempt on depots in Um Alila, Gezira, where a drone was downed. Khartoum faces fuel shortages: a gallon of diesel costs SDG 80,000 on the black market, and the bakers' union expects a piece of bread to reach SDG 1,000.
• Omdurman: Darfur24 reports that a Land Cruiser belonging to the army-allied Joint Forces ran over people at the Jaben Jaben market station on Saturday, killing 8 and injuring more than 30 — a single-outlet account.
• The Quad (Geneva, 23 Oct): Massad Boulos says the group agreed there is "no military solution" and to use members' leverage to reach both parties; neither party took part.

Top Developments
P1 E-121 — El Fasher one year on: detention, torture and trauma documented (Updated in this edition)
Amnesty International (23 Oct) Interviews in August and September 2026 with 25 civilians: 19 residents and 6 humanitarian workers. 17 of the 19 were detained by the RSF, most for months, nine of them in schools operating as detention centres. Witnesses describe unlawful killings, torture and scarce food and water, with release only through ransom or escape. They describe heavier targeting of Zaghawa and Masalit people and forced labour including collecting bodies. Satellite imagery suggests several school sites closed by September, while Shala prison and the Mina al-Bari detention centre remained active. Fewer than 70,000 people remain, against over a million before the war.
Statements Secretary General Agnès Callamard: "A pervasive pall of fear hangs over El Fasher today." Report author Laura Mills to The New Arab: the city is "still very much a ghost town"; the outlet reports ransoms of up to $10,000. Amnesty wrote to the RSF on 9 October and received no response.
UN Women A survey of 50 women's organisations supporting women displaced from El Fasher (Radio Tamazuj, 25 Oct): 45 report ongoing psychological distress, 48 say women cannot sleep because of trauma, and 9 in 10 describe living conditions as unsafe. About two-thirds know of women or girls who disappeared during or after the city's fall. Regional director Anna Mutavati: "One year on, the scars of the violence in El Fasher have not faded."
Context Official assessments say IPC Phase 5 famine is "highly likely" in North Darfur. The US Congress's Tom Lantos Human Rights Commission held a briefing on 21 October, "One Year After the Fall of El-Fasher: How Transnational Networks Finance Crimes in Sudan", with Fact-Finding Mission member Mona Rishmawi.
Confidence Publication of both reports: Confirmed · Described abuses: Partially corroborated (testimony and satellite imagery; no RSF response).
Why it matters Tomorrow's first anniversary (26 Oct) is likely to bring a wave of statements and media, some of which may recirculate footage from October 2025.

P1 E-100 — Abyei: Security Council calls for a probe; Sudanese oversight committee asks UNISFA to investigate (Updated in this edition)
Security Council Press statement (Friday 23 Oct, reported by Radio Tamazuj on 25 Oct): "gravely concerned that the death toll could rise" as UNISFA verifies casualties. It calls for a "full, transparent and prompt investigation" and accountability, says attacks targeting civilians could constitute war crimes, and reaffirms Abyei's demilitarised status. As reported, the statement names no perpetrator.
Sudanese side Sudan Tribune (24 Oct): Al-Khair Abu Maridat, head of the Abyei Joint Oversight Committee on the Sudanese side, asks UNISFA for an "urgent and transparent" inquiry to identify and hold the perpetrators to account, and calls for action against "armed groups and mercenaries" operating outside state authority in Abyei.
Toll Sudan Tribune cites the UN as 80 dead and 19 injured, after citing 27 injured on 22 Oct. Abyei administration: 153. Other estimates: 150–220.
Confidence Security Council statement: Confirmed · Responsibility: Disputed · Toll: Disputed.

P2 E-122 — Drone strikes on fuel stocks in North Kordofan and Gezira (Updated in this edition)
Strikes Sudan Tribune (25 Oct): Um Ruwaba, an attack on two fuel stations on Sunday morning, the second in 72 hours, with damage and unspecified injuries. Er Rahad, four fuel stations on Thursday, one killed. Um Alila east of Wad Madani, an attempt on fuel depots at dawn on Sunday; witnesses say air defences downed a loitering drone.
Attribution The outlet's headline attributes the strikes to the RSF; no statement from the RSF or the army. They follow last week's strike on the Tendelti power station (E-106).
Confidence Strikes occurred: Partially corroborated (local sources and witnesses) · Attribution: Unverified claim.
Why it matters Strikes on fuel compound the shortage in Khartoum and rising transport and bread prices (E-112).

P2 E-112 — Fuel shortage in Khartoum; bread expected at SDG 1,000 (Updated in this edition)
Fuel and transport Sudan Tribune (25 Oct): queues at service stations in Khartoum and several states. A driver says a gallon of diesel reached SDG 80,000 on the black market and petrol SDG 70,000. Fares rose on several routes, e.g. East Nile–Al-Arabi from SDG 3,000 to 5,000.
Flour and bread Bakers' union deputy head Essam Okasha: flour companies raised the price to SDG 191,500 from Sunday, and he expects a piece of bread to reach SDG 1,000. This comes two days after the ban on importing 46 goods was lifted, with the pound above 10,000 to the dollar.
Confidence Partially corroborated (traders' and drivers' accounts, no official data).

P2 E-123 — Omdurman: Joint Forces vehicle runs over civilians (Updated in this edition)
What was reported Darfur24 (Saturday 24 Oct): a Land Cruiser belonging to the army-allied Joint Forces ran over people at the transport stop of the Jaben Jaben vegetable market in Omdurman. Four died on the spot; a medical source later put the toll at 8, with more than 30 injured taken to Al-Nau hospital, where some sat on the floor for lack of beds. Witnesses say a force in the market stopped the vehicle after it tried to flee.
Responses No official comment from the Joint Forces or the Khartoum state authorities. Residents complain of "reckless" armed personnel in cities.
Confidence Unverified claim — a single outlet citing field and medical sources; we found no second independent report.

P2 E-79 — Quad in Geneva: "no military solution"; leverage on both parties (Updated in this edition)
Meeting Al Jazeera Net (24 Oct): Quad meetings (Egypt, Saudi Arabia, the UAE and the United States) on Friday 23 October, and a joint meeting with the Quintet (UN, AU, EU, Arab League and IGAD). Agreement to use available channels and leverage to reach both parties, linked to an inclusive Sudanese-led political dialogue leading to civilian rule. Neither the army nor the RSF took part.
Statement Massad Boulos: the Quad agrees there is "no military solution to the conflict in Sudan". The framework on the table since September 2025: a three-month humanitarian truce followed by a nine-month transition.
Confidence Confirmed.

P2 E-116 — West Darfur food-crisis warning; Kalma hepatitis cases (Updated in this edition)
West Darfur Sudan Tribune (25 Oct): the state's emergency rooms coordination council warns of an acute food crisis after the failed farming season, with lower millet, sorghum and sesame output. It calls for emergency food aid, agricultural inputs and cash assistance, without giving figures.
Kalma camp Darfur24 (24 Oct): a medical source reports 47 viral hepatitis cases in September in the camp (over 300,000 IDPs east of Nyala), with no malaria drugs available. An awareness initiative mentions types B and C.
Confidence Partially corroborated (local reports).
